I feel guilty about some things my cousin did to me. Is it really as bad as I think?

he's your cousin. I agree with your guy friend. if you do decide to tell your mom i don't think her react will be too bad at worst. I don't think it's really that big... it's okay to feel weird but don't feel disgusted or embarrassed or guilty. You didn't do anything. If you want to tell your mom, I think it would be fine to tell her.
